Online Registration for National Fuel Pass (Petrol and Diesel) – Ministry of Energy

The Ministry of Energy has announced that a National Fuel Pass System (QR Code) will be implemented across Sri Lanka starting from 6.00 a.m. on March 15, 2026, to manage fuel distribution and prevent excessive purchasing.
According to the ministry, the decision was taken due to recent geopolitical developments affecting the petroleum supply chain and the unusually high demand for fuel in the country. From the effective date, fuel will not be issued at any filling station without a valid QR code.
Vehicle owners who have already registered can download their QR code via https://fuelpass.gov.lk from midnight on March 14, 2026, using the Vehicle Login option. Those who have changed vehicle ownership or registered mobile numbers must re-register their details. New users and newly registered vehicles can complete registration from 6.00 a.m. on March 15, 2026 through the same website.
Fuel Allocation per Vehicle Category:
- Buses – 60L
- Motorcycles – 5L
- Vans – 40L
- Motor Cars – 15L
- Motor Lorries – 200L
- Land Vehicles – 25L
- Three Wheelers – 15L
- Special Purpose Vehicles – 40L
- Quadricycles – 5L
The government also stated that a special fuel issuance system will be implemented for vehicles supporting essential services and national production, while the Sri Lanka Transport Board will supply fuel to private buses.
